Add 7050 chip user manual to datasheets folder #199

The 7050 is part of a family of chips called VIPower by its manufacturer STM. There is a user manual for the family that includes a lot of useful information on how to use an configure the chips. I've put it into the datasheets folder as UM1693.pdf

Also updated power-test-config.odg, and voltage-dividers.odg to reflect changes in 5V current measurement technique.
