Add a way for users to subscribe/unsubscribe to topics, and allow them to subscribe other users as well (tagging).
As a user, I want to subscribe to topics, without the need to participate on them, so that I can follow updates on relevant information.
As a user, I want to unsubscribe to topics, so that I can stop receiving updates on no longer relevant information.
As a user, I want to be able to tag other people, so that I can bring up something relevant to their attention.
