should there are way for non adding pro components #1131

Description of the bug

Right now there is hack where hilla.jar includes a vaadin-core-versions.json with all (core and pro) components.

There should be vaadin-versions.json and vaadin-core-versions.json instead, probably having two artifacts hilla and hilla-core like in flow

Take a look to this block
