Touchkit 4 DatePicker Locale bug #403

The Touchkit 4 DatePicker component uses only the locale from the browser. It doesn't matter what locale is set to the component. This behaviour is different than the behaviour from PopupDateField of the core framework.

Tested with Vaadin 7.3.10 and 7.4.0 together with Touchkit 4 on Windows 8.1 64Bit and JDK 1.8.0_31.
