chore(formatting): format the whole codebase using nph 0.5.1

• format the whole codebase using nph 0.5.1
• add lint job to CI that fails the build if there are files not formatted. This job will be marked as required after this PR is merged.
• formatting was disabled for testutility due to a nph bug https://github.com/arnetheduck/nph/issues/69
