New RFC: first version of Waku Relay Sharding #163

This first version will cover:

static sharding incl. discovery (similar to shard fields in ENRs)
named sharding (apps can added specific named shards)

Future versions will cover:

automatic sharding (consistent hashing of content topics into pub sub topics, requires more research)
