Spring cleaning: Status v1 specs and better process

We need to own this and bring it across the finishing line.

[x] Additionally, consider a spec writing call or so with Core to get them to have more ownership of the specs. - Thursday
[x] Cleaner site for RFCs: https://github.com/status-im/specs/issues/95
[ ] Better linting/toc format for specs repo
[x] SIP editors / core dev call take up again
[ ] Better process that is extensible and can be scaled to core contributors
[x] Do mini write up so it is clear how to make changes to specs

Blocked by outstanding PRs from Core. Once those are merged, I'd consider this done for now.
