Make a basic splash page that just has the Vac logo for now as we don't have any content. Later we'll use Docusaurus to document VacLab and how to use it and get value out of it for IFT projects and initiatives as well as how it relates to DST.

[x] Build splash page
[x] Add GHP so we can change it
[x] Deploy and test
[ ] Move to vaclab.org custom domain
