Alegra versions fix and submit api upgrade to 3.1.1 #111

The toString('hex') was causing the error "message":"Provided data was hex encoded and this webapi expects raw binary"

Good job, I'll check on it tomorrow, need to remove more changes introduced in https://github.com/vacuumlabs/adalite-backend-service/commit/e3616079f11ee0df84a7947c017c76164740a10f though
