Can't click on hexes without ships with vanguard cannon #103

I noticed this in my recent play through at Far Port when the 4 cruisers jump near the back of the map. I could only align the vanguard to hit all 4 of them if I aimed slightly above them. Of course, the game doesn't count that as a valid spot. Hence the problem.

it's known and requires messing around with the mousetracker to change. didn't consider it a priority.
