Liberty’s flakoff doesn’t work on Pirate Bases #130

Sunrider Mask of Arcadius beta 7.1a, steam release

Casting flakoff does not work on Pirate bases. They still shoot rockets, sometimes even twice per turn.

Flakoff is not for forbidding missile launching, it only disables flak defense.
