Create dev environment #36

Basically I copied your script from terraform and add a docker compose file and a few make targets.

@jlpedrosa Hi, I'm partially back :) I looked at the changes and I have a question: are we going to do a hybrid testing scheme that can be run both locally and in GitHub actions (via Makefile)? Or are we going to focus only on GitHub actions (in which case I will change the script a bit)?
