fix: vagrant version on ubuntu jammy #5

Current Behaviour

The run of vagrant VM failed due to vagrant package included on Ubuntu jammy repository
The version of vagrant version is 2.2.19+dfsg-1ubuntu1
We build images for arm64 arch Linux systems
Expected behaviour
We update the version of vagrant to vagrant_2.4.0-1_amd64.
We remove the build of arm64 due to luck of vagrant Linux/arm64 support.
