Slow downloading on zoom level 2 or below - freeze #195

Downloading tool works extremely slow on zoom level 2 and below but without any 
real reason.

Also it seams that is slowing down progressively the longer it downloads. If 
left unattended for long time (10+ hours) it will not be able to pass 8%.
Clicking "Cancel" button freezes the whole application for some time.
After leaving download for long time on this level clicking "Cancel" freezes 
application for too long so killing it from task manager is only option.

There is no real CPU usage (below 5%), memory usage is low, internet bandwidth 
usage is also extremely low during this time.

OS: Windows 7 x64, Specs: Intel Q6600, 8GB ram, 1TB hdd.

I can confirm this same issue on Debian 6

The download was not designed to be (10+ hours) running unattended.

To do large downloads you should consider using the command line tool and also 
consider  creating a script to download small sections at a time with pauses in 
between, the tile servers can ban users for downloading too much too fast.

Oh, this is with the command line tool.  It just gets slower and slower as time 
passes, eventually grinding to a near halt.

Number of threads doesn't seem to matter, I've tried combinations from 10 to 
100, all slow down the same.
