Registration fails when re-entering wifi #1014

What steps will reproduce the problem?
1. Set Sipdroid to only register over wifi
2. Green dot appears
3. Leave wifi network -- green dot disappears
4. Re-enter the wifi network

What is the expected output? What do you see instead?
- I'd expect Sipdroid to reregister to the SIP gateway (pbxes) and show a green 
dot.  Instead, Sipdroid remains disconnected (no dot shown at all) until the 
app is launched manually, at which point it reregisters.

What version of the product are you using? On what device/operating system?
- 2.4 beta on Motorola Flipout (Android 2.1-update1).

Which SIP server are you using? What happens with PBXes?
- PBXes

Which type of network are you using?
- Wifi, SIP over TCP

Please provide any additional information below.
- This may be related to Issue 526 and Issue 733, with the twist that I do not 
even see a red dot in the status bar when the problem occurs.
