GV-linked pbxes calls error out (outgoing, to non-GV #)

After successfully setting up a pbxes-to-Google Voice account (via the app), 
calls to other GV numbers work, but calls to non-GV numbers give the GV Lady's 
"Could not complete your call..." error.

Then, for roughly a day after that, all call attempts from gmail give the same 
error.  Repeated several times with the same result.

Perhaps the XMPP call attempt is being blocked by Google . . . ?

How I got rid of the GV lady 

I found out that my Gmail doesn't have the "Call phone" option in the chat.
I looked into that, and I saw that it's only available to users from the US.
I logged in to one of my servers in the US, and logged in into my Gmail 
account, where I saw the "call phone" option.

Right after that- the trunk got to work!

I am not sure what is wrong I see the call option on my gmail as well but that 
is just a soft phone. I checked my settings and I have outgoing calls enabled. 
Please help and sorry for double post
