Why was SILK codec removed? #758

Why was the SILK codec removed? and why wasn't it implemented as a VBR codec so 
it chooses the rate based on connection quality?

I have tried very hard to find a reason for this but neither this site nor 
google have given me any answers.

I was looking at the application.mk under jni directory and found folling is 
commented. And now th NDK build is not working. Could somebody help with work 
around.

so there's evidence of it's removal. now we want to know the why :-/
