Mid-Priority: Potential `update_jobs` speed up? #77

Would moving the Update status for {Error/Complete} jobs code out of tasks.update_jobs make that run any faster? As I write this comment, it's still taking ~12 minutes to run.

I'll ask @jefftriplett about it later, but it's not a high priority at the moment
