Some of those lines are usually for closed captions. So they are bound to bounce around the top and even the bottom of the screen. WSS is basically digital metadata embedded in invisible part of the analog TV signal describing qualities of the broadcast. I couldn't find much on the lines for that, but the UK suggests it's on PAL.

Will it be possible to implement an option to use them as an overlay?
