Setup CI Backend Testing and Frontend Build Check

Overview

This sets up some sort of CI for both the frontend and the backend:

• Placeholder test for backend server using Mocha and Chai
• Build assurance for the client side

Other Considerations

• GitHub Actions is used for running tests before allowing a merge
• MONGODB_CONNECTION is also stored as a repository secret
