Global Background Image Settings #130

Header, Background, and Hero Component all use different Background Image settings. Would be great if they all ran off the same principal. Except the ability to crop for Header of course.

This is WordPress Core that creates these controls. It will eventually be fixed upstream for Header & Background. I've seen the ticket on Trac, but don't recall the number.
