#162183616 Feat: Setup API endpoint to delete red-flag record

What does this PR do? This PR sets up the DELETE /api/v1/red-flags/:id endpoint to delete a red-flag record

Description of tasks

• Implement unit test for the endpoint
• Setup API endpoint for DELETE /api/v1/red-flags/:id/ and make sure all tests are passing
• Request made to the endpoint should return success data with status code of 200 on success and error message with 404 status code otherwise

How can this PR be tested

• Using Postman, set the request method to PATCH
• Make requests to https://ireporter-nigeria.herokuapp.com/api/v1/red-flags/id/ where id is the unique identifier of a red-flag record
