Integrate Circle CI with the application

Description of Task to be completed?

Integrate circleci with github and add ireporter repository
Write a simple test
Add a Travis (.circleci/config.yml) file to root folder
Run test

How can this PR be tested manually?

Clone this repo
Cd into the ireporter directory
Run npm test
