  1. Allow the customer to set a certain target load for CPU, memory, etc.
  2. A Provider should be created which delivers information about the CPU, memory, etc. load.
  3. Create a system which tries to align the CPU load to the targe tload by increasing and decreasing the MaxParallelRequest
