Need MMI registered vocabulary for RA Names and acronyms #10

See the comment in the following template referring to using the RA acronyms 
and having them refer to an "IOOS codeSpace".  This code space should probably 
be a vocabulary at MMI.  In doing this, we will also need to come up with a 
definition of a region.  Should this definition be general and just refer to 
the region itself or should it be more specific to the data services ID use 
case.  For example, by putting a reference to an RA in a given element within a 
SensorML file we are indicating some sort of association between the asset and 
the region.  What is that association exactly?

I have registered a list of definitions from the IOOS Regional Associations at 
MMI.  The Definitions were based on the IOOS RA facts sheets that IOOS PO 
developed several years ago.  

Here is the url for the list: http://mmisw.org/ont/ioos/ioos_ra_descriptions

Thanks! Besides the glitch Derrick mentioned, I have two suggestions:
- Move "acronym" field to be the first one, rather than the last one. That way 
it's seen immediately, which is useful b/c the acronym is recognized more 
quickly when reading.
- Add a URL/website field to the end, to point to the simplest-possible RA home 
page URL.

I have edited the RA vocabulary per Emilio's suggestions and reconciled the 
issue Derrick mentioned.  For example, the url: 
http://mmisw.org/ont/ioos/ioos_ra_descriptions/SECOORA now resolves to the 
SECOORA definition and this follows for all of the other RAs.

Thanks for the reminder. The MMI RA vocabulary is about to be renamed and 
recast a bit, probably by tomorrow (Friday 6/8). Once that's taken care of, 
I'll document it briefly here, more clearly on the Vocabularies wiki page, then 
close the issue.

The MMI RA vocabulary has been expanded in scope to include other IOOS partner 
organizations like NDBC, NOS/COOPS, etc. It has been renamed to "organization" 
to reflect this expanded scope, and the MMI URL is:
http://mmisw.org/ont/ioos/organization
Other organizations not currently there will be added as appropriate, most 
likely by Rob Ragsdale.
