Vertical datums should use a URI reference #13

For example:

<swe:Quantity definition="http://mmisw.org/ont/cf/parameter/vertical_datum">
  <swe:label>NAVD88</swe:label>
  <swe:uom code="m"/>
  <swe:value>1.84</swe:value>
</swe:Quantity>

NAVD88 needs to have a URI associated with it.
