Decide on the versions of the SOS, SWE, O&M to be adhered to in this workshop.

Decision: Stick with SOS 1.0, SWE 1.0 and O&M 1.0 unless through the course of 
the workshop we identify features that we all agree are necessary.

SWE v 2.0 includes the DataStream element which allows the server to output 
data without first outputting a count of the data records to follow.  This 
makes it easier to stream data from the database to the client.  Swe 1.0 dose 
not have this option.

I believe DataSteam is supported in SWE 1.0:

Are we agreed that SWE 1.0 has the DataStream functionality we desired?  If so, 
I'd like to wrap this up and close this issue?

This issue has been open for a long time.
As Kyle commented on Feb 7, DataStream is supported in SWE 1.0; and in SWE 
1.0.1:
http://schemas.opengis.net/sweCommon/1.0.1/data.xsd
I don't see anything there implying that a count of the data records is 
required.

So unless objections are raised, I'll close this issue in a few days. Though 
it's been a done deal for months that we're going with the 1.0/1.0.1 generation 
of SOS, SWE and O&M!

We discovered that swe:DataStream isn't supported in SWE 1.0 and discussed here:

In order to retain as much compatibility as possible with existing templates, 
the following solution was adopted:

1. GetCapabilities and DescribeSensor use SWE 1.0.1
2. GetObservation uses SWE 1.0.1 (prefix swe) except for the contents of 
om:result which uses SWE 2.0 (prefix swe2)
