URN vs URL #3

Should we use URNs or URLs?  Is the answer to this question uniform across all 
SOS or does it differ?  

i.e. URN for station/platform and URL for all observedProperty?

I think we've decided that in Milestone v1.0 we'll have a mix of URN's and 
URL's, as you point out in your example. At the same time, we've stated a 
preference for url's in general, such that the use of urn's will typically be 
an "indefinite transition" to a later state where url's are used instead.

Agree with Emilio's comments. Accept URNs and URLs for now, but use URLs where 
possible.

I'm calling this closed. The resolution is as follows, borrowing from Shane's 
wording:
Accept URNs and URLs for now, but use URLs where possible. URNs will be used 
only where a specific IOOS guideline has stipulated it (mainly for station id, 
sensor id, and "network" id).
