Draft new outline for the wiki documentation #38

We need to impose a little more structure to the wiki.  At a minimum, we should 
have one landing page that we can use as a reference for technical people 
interested in IOOS SOS (or data access services in general).  

I will create a wiki page called WikiOutlineProposal which will include a 
proposal for an outline.  Let's see how this works.
