Sensor vertical position (altitude/depth) is missing in the DescribeSensor template #46

The Milestone 1.0 "DS-Station-timeSeries" template lacks description of sensor 
vertical position. The discussion of the proper geo-spatial and vertical 
position reference was started in the Issue 19 
(http://code.google.com/p/ioostech/issues/detail?id=19). The issue was later 
closed, and the way to define "z" component of the sensor position has not been 
defined since.
