For the asset inventory, it would be useful to have a seasonal flag and a 
real-time flag in the DescribeSensor response.

The seasonal flag would describe sensors or platforms that are only active 
during certain months of the year (e.g. GLERL buoys)

The real-time flag would describe sensors or platforms that report data near 
real time.
