Take OOSTethys XML config file outside of the war file #23

For example:

Windows XP  C:\Documents and Settings\username
Linux/Unix  /home/username, /users/username
Mac OSX /private/var/username

And have property defined inside the servlet direcotry  that could change
the property of the location of the confing file like ncWMS)

<property name="workingDirectory" value="/path/to/new/location"/>
