calculate the extend using the metadata #4

Need to calculate min max time lat lon from metadata. Currently is doing it by 
parsing all the nc 
file. Need to define the extend values in observation offering and sensorML, 
which could be 
different from the query extend

It is ok to calculate the extend by checking all the values.
