EPSG advertise in get capabilities does not match srs parameter in GetObservation #60

.. Although the spec says this must be one of the advertised values in the 
offering specified in gml:srsName. GetCapabilities shows 
"urn:ogc:def:crs:EPSG:6.5:4326" but when I put this in my URL, I get the 
following error message:

The parameter 'srsName' has to match pattern 'urn:ogc:crs:epsg:' with appended 
EPSG code number.

When I then change my URL to use "urn:ogc:crs:epsg:4326" it works. But this 
seems to go against the spec since it doesn't match the value advertised in 
GetCapabitilies.
