Add Mobility Explorer tutorial to documentation #168

This adds a Mobility Explorer tutorial to the documentation. It was created for the Maptime event, but can exist on its own. The Maptime attendees will use our docs to go through the workshop.

This needs to be merged before https://github.com/mapzen/documentation/pull/296.

@drewda - thanks for the edits! I've added a couple of steps to add the bus stop point to the Tangram map. (It's a placeholder because I need to get it working first).
