update to pattern and update common

Updated common with the latest which specific to this pattern implements health checks in the argocd crd for persistentVolumeClaims.
Updated the pattern (openshift-pipelines) with securityContexts required for buildah and s2i tasks.
Made some minor fixes to pipeline applications (service ports, and service url typos)
Removed argocd-wait-sync-app task files and entries in the devsecops pipelines.
Modified the ACM policy for git-secret so that it is provisioned with the correct lablels and as the appropriate type kubernetes.io/basic-auth
Added configmaps/secrets that were missing from the pattern.
