fix isMobilePhone in Egypt #1045

if phone number start with "015" it shoud be valid Check this https://en.wikipedia.org/wiki/Telephone_numbers_in_Egypt

I just checked/tested the regex for the 'ar-EG' for "015", it's there and working. This commit 8e02defd4b8b4938bf6d88fc5a41c099e29e8c5d already solved it.
