isIBAN does not validate MT ibans correctly #1547

Describe the bug isIBAN function returns false on valid Maltian IBAN

Examples Example: MT31MALT01100000000000000000123

Additional context Validator.js version: 13.1.17 Node.js version: v15.3.0 OS platform: Linux, Chrome 87

@viliamzigo I have not been able to replicate this one even after testing on all of the above, except for Linux.

@viliamzigo I cannot reproduce the issue with the provided example with the current version 13.7.0 - could you kindly check on your site as again?
