me too
I can confirm this as well, also uninstalling using the Win11 GUI doesn't remove the program, and uninstalling with the ep_setup.exe /uninstall command keeps the program running and the explorer closed, so you can only start the explorer manually and kill the uninstaller running in the background.

That is a preview update: https://support.microsoft.com/en-us/topic/july-26-2023-kb5028254-os-build-22621-2070-preview-66161ea6-c106-43e9-bef5-8410ccbd34e8
Uninstall it if you want to use explorer patcher and don't install preview updates in the future: https://github.com/valinet/ExplorerPatcher/wiki/Symbols
In the settings app, untick "Get the latest updates as soon as available" so that preview updates are not automatically installed.
All preview updates are then shown as download and install and are never automatically installed if you have the above unticked.
Preview updates are also not fully tested by Microsoft and thus could have bugs.
Follow these instructions to fix the issue ... and you don't need to uninstall the Windows 11 update.

Thanks!
Alternatively... In ExplorerPatcher Properties, go to Advanced and tick "Do not change the taskbar context menu (...)".
Unfortunately this does not work for me. Hopefully it will soon be fixed! The program is very helpful. The program just crashed still after the last windows update to version 22621.2070. And it crashed that hard that just a cold start did not fix my PC and i was in need to play back my backup...
If you can't wait for it to be fixed, you could just uninstall the preview update.

Thanks @BinToss that worked for me
I don't have the "Get the latest updates as soon as available" ticked, and the last previexw that was install was back in june
KB5028254 and 22621.2070 was a preview update
If right clicking on your desktop restarts the explorer, or when using right click on files and folders in Windows Explorer crashes it, go to the properties of ExplorerPatcher -> 'File Explorer' -> tick 'Disable the Windows 11 context menu'.
Pretty much what the title says. I updated my Windows 3 hours ago and then ExplorerPatcher wanted to update. Right clicking didn't work at all, because of the crashes, so I installed the update manually, but the crashes remained.
I enabled the console and hoped I would see something there, but I found nothing.
Edit: When I enable the option "Do not change the taskbar context menu...", the Explorer doesn't crash.
This is the output of the console
