Overhaul notifications messages #50

Handles #32 and then some.

Add notification flavors, see /sentinel flavors for options!
Avoid message duplication on subsequent alerts in the session
Simplify queued notification
Add rank to notifications
For queued messages, notifications to the same player are shorter
