Create new release v2.4.7 #65

Bump the version number for a new release.

The Mac OS CI builds fail, but that seems to be primarily an issue with building tempo2 (possibly an issue with a recent automake version).

I've also had to pin NumPy to <2.0. I'll try and address this, and allow NumPy 2.0, in another new release that drops support for Python <3.9. But, for now, I'll just get a new version out.
