Equipment logging: misc improvements #375

  1. Technician dropdown should show only technicians associated with the resource, not everyone associated.
  2. Take off the "more" button for commercial scenario.
  3. Block back button or in some way make it so people don't go back and accidentally create more data. Change name from "Next" to something more indicating something is saved.
  4. Process selection - possibly shorten the list by using the pattern to check for usable inputs slot.

Project now only scenario that gets option for additional inputs.

Changed first button name.

Technician now limited to agents with role of technician (added parameter to URL).
