Equipment logging: TechShop distributes to owners #376

TechShop people using the 3d printer should send $ to contributors to printer, and 5% to Sensorica. Fablab too. This is a market priced service. (See access doc: https://docs.google.com/document/d/1U5NTRUHna6vYnv6riKyUrl8Xn8kn2K7ShrzaBy_ZyUM/edit?usp=sharing.)

Done. Added equipment use to the first process and sale.

Re-opening. Won't work all the way through without underlying resource implementation. But it will work if we include the use in the base service package, I think.

Decision to add Special Prices to Resource Type to support things like different pricing for printer use for TechShop and FabLab (and possibly commercial).
