Way to maintain special prices #381

Added special prices for Sensorica equipment use by TechShop and FabLab. Can maintain in admin, need to add to Resource Type maintenance in some way.

Note: This adds a bunch of complications in the distribution area. Who takes the "hit" for people paying less? This applies to things like bulk discounts or to things like deciding FabLab pays less.

And how do we even figure out what the special price is, at time of distribution? Complications.
