creating user from agent page doesn't connect the two #394

something got broken, this used to work. Today on the commons site, it did not.

The user created from the agent page is supposed to be connected to that agent, otherwise a bunch of permissions don't work.

I can't reproduce this. Retested on the commons site, worked there too. Don't know what happened.

Closing this issue until it happens again.
