Improve format and content of notification emails #397

From @TiberiusB - First, people don't know what valnet.webfactional.com is. I would replace that with "SENSORICA's NRP-VAS system" Second, I would add something to make people understand that this was an email sent to other individuals, and that IF you want to take the task, commit to it, you can, if not others will take it. We can also say that in this case it is first-come-first-serve. Third, I would reformat the information about the time "Documenting 2 Time - Hours," into something more explicit and simpler to read, like "work required: Documentation, duration: 2 Hours" Forth, I would also include the description in this email. There is a lot of relevant content in there and it would be nice to have it right there in the email, so that the person doesn't have to navigate to a webpage. That is easy to do on a PC but it disrupts the workflow on a tablet or a cell phone, because it opens another application. Fift, We need to think about how to format this entire thing into sections, so that it becomes easy to read through fast, to identify the most important points.

Also, make sure the person who created the work requirement or request for help does not get the notification. Annoying!
