Should projects have a "dormant" and/or "complete" state? #408

The list of projects (context agents) is pretty long for Sensorica. Many of these are not being actively worked on; some will never be worked on again.

How should we deal with this? Would be good to be able to get many projects off of some of the lists, especially the drop downs for selection as context.

I am not fund of binary states... If we have a visual showing contributions vs time this would solve the issue. Some icons or tags (that speak to the level of activity/inactivity) can be triggered automatically. See issue #451 for the discussion.
