Organization page not showing all contexts #476

I set up a new agent association type and picked "child" behavior. I created context agents of this type and associated them with another context agent. They did not show up on the Organization page as "children" of this parent. When I changed their association to type Child they showed up properly.

So it looks like we are not using the agent behavior to determine what shows up as a child on the Organization page.
