I think I know what you mean. I was able to reproduce the same issue under build 22621, but not under build 25290. However, the issue under 22621 also exists for me before installing GoAwayEdge and after uninstalling it. I strongly assume that it is a bug in Windows 11 that has been fixed in the latest Insider Preview build.
When GoAwayEdge 1.0.1 is running and I attempt to access my Overflow Shortcuts on my Windows 11 Pro 22621.819 Taskbar, it cannot be opened until I "uninstall" GoAwayEdge.
