Add CSV batch inference tutorial and move both it and the MNIST image batch inference tutorial under a common folder.
Also remove awscli from regular dependencies as only CircleCI uses it. I did this as I tested another sphinx extension which conflicted because of awscli. However in the end I ended up not using that extension.
